PlatformDownloadJobController class abstract

Controller for a native WebView download started from onDownloadStarting.

Returning a DownloadStartResponse with DownloadStartResponse.resultFilePath from onDownloadStarting starts a native job. The previous notify-only default (a null response) is unchanged.
